We've just added in a fully working plug-in to give players oxygen when underwater.
How it works:
When a VIP is underwater and that VIP uses the /oxygen command, the players oxygen will be regenerated to full breath. After the command is used, the said player will have to wait two (2) minutes before using the command again.
The in-game command for VIP's only is /oxygen.
